The 60-second answer
A VA loan is open to Veterans, active-duty service members at Fort Benning or Robins AFB, certain Georgia Army National Guard and Reserve members, and qualifying surviving spouses. Three things have to line up: qualifying military service, an honorable or general-under-honorable discharge, and enough remaining VA entitlement to cover your Georgia purchase.
The official confirmation is the Certificate of Eligibility (COE), issued by the Department of Veterans Affairs. A Veteran buying anywhere across Georgia's 159 counties has two ways to get it:

Path 1 — Veterans (separated from active duty)
Most VA loan borrowers in Georgia fall into this category, from a retired first sergeant settling in Columbus to a separated airman who once drilled at Robins AFB. To qualify based on prior active-duty service near any Georgia base:
Wartime service
If you served active duty during wartime (defined dates per the VA), a Georgia purchase needs: - At least 90 continuous days of active duty service, AND - Honorable or general-under-honorable conditions discharge

Pre-1980 service
For service that started before September 8, 1980 (enlisted) or before October 16, 1981 (officer), the 90/181-day threshold applies but other rules may vary. The VA reviews discharge status more leniently for older service, which matters for the many Vietnam-era Veterans now retiring around Augusta and Warner Robins. Path 2 — Active-duty service members
You don't need to wait for separation to use your VA benefit at a Georgia duty station. An active-duty service member is eligible once you've completed:
- 90 days of continuous active-duty service, regardless of war or peace period
Your active-duty status itself confirms eligibility, so no discharge is required. Reporting to Fort Benning in Muscogee County, Fort Stewart near Hinesville, Hunter Army Airfield in Savannah, Robins AFB in Warner Robins, or Moody AFB in Valdosta? The 90-day threshold is the floor, and most soldiers and airmen are well past it by the time PCS orders to Georgia land.
Special note: BAH counts as income
When an active-duty buyer applies for a VA loan, Basic Allowance for Housing (BAH) counts as qualifying income, and in the Atlanta MHA GA071 that is $2,388 a month for an E-5 with dependents. Because BAH is tax-free, your effective qualifying income is base pay plus BAH, BAS, special pays, and spouse income, which stretches further than a gross W-2 figure suggests when you're buying in Columbus or Richmond Hill. Path 3 — National Guard and Reserves
This is the path with the most confusion in Georgia, where the Army National Guard's 48th Infantry Brigade Combat Team and Air Reserve units at Dobbins ARB draw thousands of part-time members, so it is worth being precise.
National Guard members and Reservists called to active duty
If Title 10 orders activated you for at least 90 continuous days, you qualify under the same rules as an active-duty soldier at Fort Stewart. Those activation orders are what prove the qualifying service.
National Guard and Reserve members not activated
If you served only as a "weekend warrior" in the Georgia Army National Guard, drilling without a Title 10 call-up, eligibility requires:
- 6 years Of honorable service in the Selected Reserve OR
- Discharged for service-connected disability, OR
- Continuing service in the Selected Reserve
That longer six-year threshold reflects the lighter commitment of non-activated reserve time. Plenty of Georgia guardsmen who never deployed hit the mark and never learn they can buy in Macon or Savannah with a VA loan.
Combined service

Path 4 — Surviving spouses
The surviving spouse benefit is one of the most important and most underused VA programs across Georgia, and a qualifying spouse also skips the funding fee entirely on a Hinesville or Kingsland home. Eligibility requires:
- You are the un-remarried spouse Of a Veteran who died on active duty, OR
- You are the un-remarried spouse Of a Veteran who died from a service-connected disability, OR
- You are the spouse of a service member listed as MIA or POW for at least 90 days
Surviving spouse + remarriage
Remarriage after age 57 (and on or after December 16, 2003) does NOT end VA loan eligibility, a 2003 statutory change many Georgia surviving spouses have never heard about. If you remarried after 57 and want to buy near Fort Eisenhower in Augusta, you may still qualify. The COE application confirms it.
Surviving spouse + multiple deceased Veterans

What documents you'll need
For the lender or VA.gov request:
- For separated Veterans: DD Form 214 (Member 4 copy with discharge details) for all periods of service
- For active duty: Statement of Service from your unit personnel office (the format: "X has served continuously on active duty since [date], is in good standing, and is expected to remain on active duty until at least [date]")
- For Guard/Reserve: NGB Form 22 (Guard) or equivalent (Reserve), showing 6+ years of qualifying service
- For surviving spouses: VA Form 26-1817, plus the Veteran's DD Form 214 and proof of marriage and the Veteran's death

Understanding entitlement
VA "entitlement" is the dollar guarantee you earned through service, and it is what lets a Georgia Veteran buy with nothing down. The VA guarantees 25% of the lender's loss on your loan, so a $0-down purchase in Muscogee or Chatham County still leaves the lender protected.
Basic entitlement vs bonus entitlement

- Total maximum entitlement: $180,000
Most VA borrowers in 2026 have full entitlement, which means the lender's exposure is fully covered up to the 2026 conforming loan limit of $832,750.
When entitlement gets reduced
Your Georgia entitlement counts as "used" when: - You still own a home carrying an active VA loan, say a first house near Fort Stewart - A buyer assumed your VA-financed Savannah home using your entitlement to qualify - A prior VA foreclosure or short sale in Georgia had the VA pay a claim

Multiple VA loans simultaneously
You can carry two or more VA loans at once if your remaining entitlement covers them, which is common in Georgia's PCS-heavy bases. Typical scenarios:
- PCS move: keep your original Fort Benning home as a rental and buy again at the next duty station
- Investment: less common, but possible with substantial unused entitlement after years in Warner Robins
- Vacation second home on Tybee Island or Lake Lanier: not allowed, since the VA requires a primary residence

Common eligibility surprises
Surprise 1: General-under-honorable discharge usually qualifies
Plenty of Georgia Veterans with a general-under-honorable discharge assume they are shut out of a VA loan. They usually are not. The VA determines eligibility on character of service, not the discharge label alone, so a general-under-honorable typically qualifies for a home in Augusta or Macon while bad-conduct and dishonorable typically do not. A specific upgrade through the Discharge Review Board is sometimes possible.
Surprise 2: 8 years of Guard service counts even if all weekend duty
You do not need a Title 10 call-up to qualify once you finish 6+ years of honorable Selected Reserve service in the Georgia Army National Guard. Many guardsmen who never deployed assume they cannot buy in Columbus with a VA loan. They can.
Surprise 3: Prior foreclosure doesn't permanently disqualify you
A VA foreclosure trims your entitlement for a while but does not bar you for life from another Georgia home. Once the original loan is paid off, often by the VA settling a guarantee claim, and after a 2-3 year seasoning period, restored entitlement opens back up. Surprise 4: Active-duty members can use VA loans for primary residence even at temporary duty stations
If you're on a 3-year PCS at Fort Benning, that home is your primary residence under VA rules — even though your "permanent" home of record might be elsewhere. Use the VA loan at your duty station, treat the home as your primary residence, then convert to rental when you PCS out.
Surprise 5: Surviving spouses often don't know they qualify
If you are the surviving spouse of a Veteran whose death was service-connected or who died on active duty, full VA loan benefits are yours to use on a Georgia home, with the funding fee waived.
